- English and maths (GCSE or Functional Skills up to Level 2) for learners without prior qualifications or assessed below Level 1
- First full qualifications at Level 2 and Level 3 entitlements for 19–23 year-olds, and broader level 3 offers (e.g., FCFJ) for all adult learners
